Van service vehicles shall be operated on a pre-scheduled basis. The route for each
such vehicle shall be filed in advance with the city manager and shall be subject
to no more frequent changes than once every seven (7) days. Such service shall be
provided pursuant to a written agreement between the vendor of such service and the
recipient of such service. The agreement shall be entered into prior to the calendar
week the service is to be commenced and shall state the origin and destination, number
of trips and weekly rate for the service and shall require at least four (4) one-way
trips or two (2) round trips per week.
