Upon presentation of a permit issued pursuant to this article, within thirty (30)
days of its issuance, and satisfactory evidence that all license fees have been paid
to the city treasurer and that the insurance policy or bond required by section 34-141 has been duly filed, the commissioner of revenue shall issue to the applicant a license
for each and every horse-drawn vehicle specified in such permit; provided, however,
that any such permit shall be effective until cancelled, and no additional permit
shall be required for the purpose of obtaining licenses, so long as the original permit
remains in effect.
