The owner or person constructing a house or building on property abutting in any manner
upon a street, alley, public right-of-way or public easement through which runs a
public water main or water system, shall be required to connect such house or building
with such water main in accordance with the provisions of this chapter and the rules
and regulations of the WVWA. Any person who shall fail to make such connection, after
sixty (60) days notice from the WVWA, shall be guilty of a violation of this section.
If a public water main is not abutting such property, an off-site extension of the
existing public water system shall be made in accordance with the provisions of this
chapter and the rules and regulations of the WVWA.
