The purpose of the development plan regulations is to ensure compliance with the general
purposes of this chapter and the City's Comprehensive Plan. The development plan regulations
are intended to maintain or enhance the character and integrity of residential neighborhoods
and commercial and industrial areas by promoting excellence of development, preventing
traffic hazards or congestion, preventing undue land or site hazards, and encouraging
the most appropriate development and use of land in harmony with the neighborhood.
