§ 20. The city manager; appointment, qualifications, et cetera.

  • The city manager shall be the administrative head of the municipal government. The city manager shall be chosen by the council without regard to his or her political beliefs and solely upon the basis of executive and administrative qualifications. The choice shall not be limited to inhabitants of the city or State. The city manager shall be appointed for an indefinite period and shall hold office during the pleasure of the council. The city manager shall receive such compensation as shall be provided by the council by ordinance and shall be bonded as the council may deem necessary. During the disqualification or disability of the city manager the council may designate some properly qualified person to perform the duties of the office.
