§ 40. Contracts for public improvements; purchases.

  • Any purchase, public work, or improvement, costing more than $50,000, except as provided in the next succeeding section, shall be executed by contract. All contracts for more than $50,000 shall be awarded after public advertisement and competition, as may be prescribed by general law. The city council shall have the power to reject any and all bids, and all advertisements shall contain a reservation of this right.
