§ 14.1-6. Rules and regulations.

The city manager shall be authorized to promulgate rules and regulations with respect to solid waste collection. Such rules and regulations shall be intended to protect the public health, safety and welfare, to promote good sanitation and cleanliness, and to protect the environment and shall be enforceable as if fully set forth herein.
