§ 14.1-23. Placement and collection of bulk items, brush and bagged leaves.
(a)
The city will collect bulk items, brush, and bagged leaves for the owner or occupant of any dwelling unit served by an automated collection container from any lot on which the dwelling unit is located and from any vacant lot zoned for residential use from which the brush or bagged leaves originate. Such owner or occupant shall place bulk items, bagged leaves or brush as close as possible to the curb, and if there is no curb, as close as possible to the street, or in an automated collection container. Such placement shall be made no earlier than 7:00 p.m. of the day prior to the scheduled date of collection and no later than 7:00 a.m. of the day scheduled for collection. No collection of bulk items, brush or bagged leaves will be made from any alley. All woody or leafy yard waste must be stacked in a pile that is no greater than six (6) feet wide, six (6) feet long, and six (6) feet high. No single branch placed for collection can be greater than six (6) feet in length or three (3) inches in diameter. Small piles of brush that can be picked up with two (2) hands shall be disposed of in automated collection containers.
(b)
Every owner or occupant utilizing the brush, bagged leaves and bulk item collection service shall take adequate precautions to secure all such items in such a manner as to ensure the safety of the public. All doors on a refrigerator or freezer shall be removed, and all brush and contents of bagged leaves shall be secured so as to prevent being blown and scattered by wind.
(c)
No more than three (3) bulk items may be collected and removed at any one time. Bagged leaves placed out for collection by the city during leaf season shall not be considered bulk items. The allowable number of paper bags collected during leaf season shall be determined by the city manager.
(d)
City residents may take pick-up truck loads of bulk items and brush originating from their residences to the transfer station free of charge. The number of such loads permitted without charge, and other rules and regulations pertaining to removal and disposal of bulk items and brush at the transfer station, shall be in accordance with rules and regulations promulgated by the city manager. In special circumstances upon request, the city manager may issue special dump permits for the disposal of bulk items and brush at the transfer station in addition to the number of loads generally permitted for city residents.
