Members of the board shall be appointed by the city council. Initially, three (3)
members shall each serve for a term of one (1) year ending June 30, 2015; three (3)
members shall each serve for a term of two (2) years ending June 30, 2016; and three
(3) members shall each serve for a term of three (3) years ending June 30, 2017. Thereafter,
members shall be appointed for terms of three (3) years, each terminating on June
30. Vacancies shall be filled by the council for the unexpired portion of any term.
