The personnel committee of city council shall be composed of all members of the council.
The committee shall select a chair from among its members. The personnel committee
shall have the responsibility of screening, interviewing and selecting the person
best qualified to fill any vacancy that may occur in any of the six (6) full-time
positions within city government which are appointed or elected by city council. The
personnel committee shall also have the responsibility for evaluating the aforementioned
council appointees.
