§ 2-298. Audit committee.
(a)
The audit committee shall be composed of at least three (3) members of the council. The committee shall select a chairman from among its members. The municipal auditor shall serve as secretary of the committee and shall record the proceedings of the committee and maintain such minutes as a permanent record. The committee shall meet on call of any member or the mayor.
(b)
The audit committee shall act in an advisory capacity to the council, the municipal auditor, the director of finance and the city manager in matters relating to the city's financial records and to that end shall have the right to have immediate access to all records and reports relating to financial matters and transactions of the city or of matters and things affecting such financial records. The council, any member thereof, the municipal auditor, the director of finance and the city manager shall have the right to consult with and seek the advice of the audit committee on matters relating to the city's financial records, but neither the committee nor any member thereof shall have authority to act for or to bind the city council, unless expressly authorized so to do by ordinance or resolution of the council.
